PackUK sets 1 September deadline for 2025 data resubmissions

PackUK has announced a new deadline of 1 September 2026 for producers to resubmit any 2025 packaging data to be used to determine producer fees and Notices of Liability under the packaging EPR scheme.
Published on 6 July 2026, the announcement introduces what PackUK describes as a five-month window following the 1 April 2026 reporting deadline, giving obligated producers the opportunity to correct errors and resubmit their 2025 packaging data before fees are finalised.
PackUK’s rationale for this decision is to improve data stability, reduce in-year fee variability and continual recalculation of invoices, enabling businesses to plan with greater confidence.
From a cash flow perspective, the change is broadly positive for producers. A fixed resubmission deadline provides greater certainty over future liabilities, helping businesses make more accurate provisions and budget for their pEPR costs with greater confidence. It should also reduce the risk of material fee changes later in the year as a result of ongoing data corrections.
Data submitted after 1 September will not affect disposal fees
PackUK will use the data available after 1 September deadline to publish confirmed fees for the 2026/27 scheme year and issue single Notices of Liability later in the calendar year, likely in October.
While producers will still be expected to correct and resubmit data where necessary after this deadline, any changes will not alter disposal fees. PackUK said producers must nevertheless continue to ensure their data is "as accurate as reasonably possible", a legal requirement, to ensure accuracy of PRN obligations throughout the year.
No further illustrative fees planned
The announcement also confirms that PackUK does not intend to publish any additional illustrative fees ahead of the release of the final figures. Illustrative Year 2 fees were published in December 2025, but these remain subject to change following resubmissions ahead of 1 September.
As with the first year of the scheme, producers will have 50 calendar days to pay their fees, with an option to pay in instalments. Therefore, it's likely the first instalment of producer payments for packaging supplied in 2025 will be around January 2027.
Action for producers
The resubmission window has now effectively been shortened by two months, from the previously stated 1 November to 1 September, meaning producers will need to prioritise reviewing and correcting any 2025 data now - despite the current focus on collecting and reporting H1 2026 packaging data.
