What is nation of sale?
Nation of sale is an annual reporting requirement under packaging EPR. It requires producers to report which UK nation (England, Scotland, Wales and Northern Ireland), your packaging is supplied in.
The reporting requirement applies to any packaging supplied to a final user — business or household — including sold, hired, loaned, gifted, imported and immediately discarded packaging, and empty packaging supplied to producers under the de minimis threshold.
This data will be used to support devolved recycling targets, helping each UK nation assess packaging waste levels against its own recycling goals.
Who is impacted by nation of sale?
Broadly speaking, any business that supplies packaging to an end user will be required to report which UK nation the packaging is supplied to. Find out if you meet the criteria below.
Are you obligated?
You are obligated to report nation of sale data if your annual turnover exceeds £1 million, you handle or supply more than 25 tonnes of packaging in a calendar year, and you carry out one or more of the following activities:
- Supply filled or empty packaging directly to consumers or business end-users in the UK
- Supply empty packaging to UK organisations that are not legally obligated under the packaging EPR regulations
- Hire or loan out reusable packaging
- Own an online marketplace where other organisations sell their empty packaging and packaged goods to UK consumers
- Import packaging to the UK that you discard without selling or exporting it
What do you need to do?
All obligated producers will be required to collect and report the following data:
- The packaging class (primary, secondary, shipment, or tertiary)
- The weight of each material (to the nearest kg)
- The UK nation it was supplied, hired, loaned, gifted, or discarded into
- Total packaging, including both household and non‑household packaging
From 2026 onwards, data must be submitted by 1 April each year for the previous calendar year.
